A useful construction bid search starts with the work you can deliver. Compare collected federal and local notices, identify the package you would price, and verify the issuing documents before spending estimating time.
Find projects rather than a familiar keyword
Building renovation, tenant improvements, specialty-trade installation, demolition and site work can appear under very different titles. A search for construction should include classified building work even when the source title names a roof, boiler, elevator or electrical system. Search the project name, issuing organization, notice ID and original description as well as the work category.
Start with your delivery market and capabilities. Then review the original place of performance: an agency headquartered in one state can issue work somewhere else. Notices with an unverified project location need a separate review before travel, mobilization or subcontractor availability is assumed. Decide whether you are pursuing a prime contract or a work package
Read the delivery method and submission instructions. A general-contractor solicitation, a construction-management service request and a subcontractor package require different qualifications and pricing. Confirm who holds the contract, who supplies the plans, whether subcontracting is permitted, and whether the notice requests a price or only qualifications.
An indefinite-delivery contract or job-order contract may establish a way to receive future task orders. Its ceiling is not guaranteed revenue and it may not describe one immediately executable building project. Cooperative purchasing invitations are another distinct channel: winning a vendor contract does not guarantee individual jobs.
Build a scope register before comparing price
List the latest drawings, specifications, addenda and alternates. Break the work into demolition, site preparation, structural work, envelope, interiors, building systems and closeout as applicable. Give every package an owner and record inclusions, exclusions, quantities, access constraints and unanswered questions.
Ask what remains operational during the work. Occupied facilities can require phased access, protected circulation, shutdown coordination or work outside normal hours. Verify inspections, testing, temporary facilities, waste handling, delivery restrictions and the completion schedule in the documents. A short notice description is not a reviewed takeoff.
Use a bid / no-bid review that accounts for your time
Check mandatory site visits, questions deadlines, stated qualifications, insurance and bonding requirements before assigning estimators. Build your own estimate for labor, materials, equipment, supervision, overhead and contingency. Compare the expected margin with estimating hours, cash needs and the opportunity cost of other pursuits.
